With modern browsers (including mobile browsers) what a website such as eBay.com and PayPal.com are allowed to see about your device (PC, Mac, Mobile device) is limited; it’s like this for privacy reasons whereas with apps, privacy is not a priority. Web browsers protect your privacy — Apps do not. In regards to mobile devices, you want to use mobile browsers and not apps if at all possible.

How can I use my mobile device? What you can do is mange your account from your device’s web browser (any web browser). Just be aware of browser cookies and flash objects as with any connecting device.

What I like to do is download multiple browsers, one for each account I’m managing. It can be sloppy but it works. Of course, you have to follow the rest of the steps of the guide in order to create accounts. With some devices you’re able to create separate accounts within the device which is JUST like User Accounts with Mac and Windows platforms.
